Canada Signs Agreement With Manitoba To Work Toward Improving Delivery Of Emergency Services

WINNIPEG, MANITOBA (October 19, 2009) – The Government of Canada and the Province of Manitoba today announced the signing of a Memorandum of Understanding (MOU) that marks another step forward in improving delivery of emergency management programs in First Nation communities. The MOU describes an agreement in principle to have the Manitoba Emergency Organization provide services to First Nation communities within provincial boundaries on behalf of Indian and Northern Affairs Canada.”Our Government is pleased to be working in partnership with the province to provide services to First Nations,” said the Honourable Vic Toews, President of the Treasury Board, on behalf of the Honourable Chuck Strahl, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians. “When flooding, forest fires and other emergencies occur, the proposed agreement will ensure that First Nation communities have access to a level of emergency services comparable to other communities.”

“All Manitobans expect and deserve the same level of assistance in times of crises regardless of where they live,” said the Honourable Eric Robinson, Manitoba’s acting Minister of Aboriginal and Northern Affairs, on behalf of Honourable Ron Lemieux, minister responsible for emergency measures. “This is a good first step toward ensuring a seamless emergency response throughout the province.”

The implementation of this MOU will result in a closer working relationship between First Nations, neighbouring communities and government agencies, and a more streamlined approach to emergency planning, response and recovery.

“It is important that our communities are protected when emergencies occur,” said Assembly of Manitoba Chiefs Grand Chief Ron Evans. “This proposed agreement will allow for increased emergency protection for our communities as federal and provincial roles and responsibilities will be clearly defined.”
