As Prime Minister Justin Trudeau sits down to talk with the premiers Friday, Canadians may justifiably be confused by the current war of words over health care. Let’s recap some of the issues.

First, politics is more important than health or money. The 11 federal and provincial governments want to be re-elected, so each wants to convince its electorate that it is responsible for the good aspects of health care and the other government is responsible for the problems. Hence the provinces blame the federal level for shortages of money while the federal government blames the provinces for inefficiencies in the system.

Competition for power adds more confusion, as the federal government attempts to dictate conditions while only paying 25 per cent of the cost and the provinces attempt to maximize control over their own health programs. Many issues can be boiled down to a simple question: who is calling the shots?
