Applying a Sex/Gender/Diversity-based Analysis within the National Framework for Action to Reduce the Harms Associated with Alcohol and other Drugs and Substances in Canada

June 2009

The National Framework for Action to Reduce the Harms Associated with Alcohol and Other Drugs and Substances in Canada was developed in response to a call issued by Canadians, their governments, non-governmental organizations and other key stakeholders for a more coordinated approach to address the challenges posed by the harms associated with alcohol and other drugs and substances. Since the National Framework’s first report was released in 2005, interested parties have continued to collaborate on mutual concerns.In May 2008, participants in a National Framework meeting
in Toronto expressed considerable interest in addressing differences between women and men, and girls and boys in the implementation of the National Framework’s priorities (Canadian Centre on Substance Abuse, July 2008). In response to this interest, this worksheet was created to support the activities of those working on the National Framework priorities. The worksheet includes:

1. an introduction to what is meant by sex and gender;
2. key questions and 13 points to illustrate and help guide the National Framework’s priority areas in applying a sex/gender/diverisity-based analysis
3. suggestions for and an invitation to discuss how CCSA can support the National Framework’s priority areas with sex/gender/diversity-based work;
4. evidence of the need to increase understanding of sex and gender differences in substance use and addictions for each of the National Framework priority areas; and
5. suggested resources for further reference.
